Korea Tax Refund for Tourists 2026: Instant Refund Limits, Airport Kiosks, K-pop Goods
Quick answer
- Who: foreign visitors staying under 6 months who don't earn income in Korea.
- Minimum: 15,000 won per purchase, for every refund method.
- Instant refund at the store: each payment under 1,000,000 won, and 5,000,000 won or less in total since you entered Korea. Show your passport and pay the price without tax.
- Bigger purchases: downtown refund up to 6,000,000 won per purchase, or airport refund with no upper limit.
- Take goods out of Korea within 3 months. For a customs check, goods must be unopened and unused, so think before you unseal an album.
- Not every K-pop shop takes part. Ask before you pay.
The limits, confirmed
| Method | Limit | When you get the money |
|---|---|---|
| Instant refund | Under 1,000,000 won per payment, 5,000,000 won or less in total | At the register |
| Downtown refund | 6,000,000 won or less per purchase | At a staffed refund center or kiosk in the city, before you leave |
| Airport or harbor refund | No upper limit | When you depart |
| Mailbox or mobile refund | 15,000 won minimum | After customs export confirmation |
These figures come from Article 6 of the Korean rules for foreign tourists (for the instant limits), VISITKOREA, Incheon Airport (for the minimum) and the Korea Customs Service's April 2026 release. The instant limits were raised from 500,000 and 2,500,000 won on 1 January 2024.
The total counts instant-refund purchases since you entered Korea. Once you reach it, use another method.
Are you eligible?
Eligible:
- Non-residents who don't earn income in Korea
- Foreigners staying under 6 months
- Overseas Koreans who have lived abroad for 2 years or more and have stayed in Korea 3 months or less
Not eligible:
- Stays of 6 months or more
- People employed in Korea
- Diplomats and US military personnel
- Purchases made under a company name or by an agent, so buy your own items yourself
Step 1: Shop at a tax refund store
Look for a Tax Free or Tax Refund sign. At the register, show your physical passport.
Then:
- Instant refund: the store checks your eligibility by passport and takes the tax off your price.
- Other refunds: ask for your receipt and tax refund documents. Incheon Airport warns that you can't get a refund if you didn't request the documents, and incomplete documents may be rejected. Keep them until you leave.
Step 2: Choose how to claim
Instant: the law requires goods to leave Korea within 3 months, so keep your goods and receipts in your hand luggage and ask the store what to do when you depart.
Downtown: claim at a downtown refund center or kiosk with your passport, refund document and credit card. Customs describes the refund as paid in advance against a guarantee of the tax amount.
VISITKOREA says you still need a customs export confirmation when you leave.
Airport: follow the steps below.
Step 3: Airport refund at Incheon
- Before check-in: keep refund goods in your carry-on. If they must go in a checked bag, tell airline staff at check-in. They will give your bag a customs inspection tag.
- At the kiosk: use a refund kiosk in the departure hall. It tells you if customs must inspect your goods.
- If inspection is needed: go to the customs desk with your passport, goods and documents. Goods must be unopened and unused. Put cleared checked bags on the large baggage belt beside the desk.
- Collect your money: after immigration, use an automated machine or a staffed desk in the duty-free zone.
| Airport | Staffed desk | Automated kiosk |
|---|---|---|
| Incheon T1 (near Gate 28) | 07:00–22:00 | 24 hours |
| Incheon T2 (near Gates 250–253) | 07:00–21:30 | 24 hours |
| Gimpo | 06:30–20:00 | 24 hours |
| Gimhae | 06:30–21:00 | 24 hours |
| Jeju | 06:00–22:00 | Not listed |
Incheon times are from the airport. The others are from VISITKOREA, and they can change.
VISITKOREA lists KRW, Alipay and WeChat Pay at kiosks. Incheon says you can take cash or have a large refund credited to your own card.
Other harbors and airports may use mailboxes instead.
How much do you get back?
Less than 10%. Korea's VAT is 10%, but the law lets refund operators deduct their costs.
Neither VISITKOREA nor Incheon Airport publishes a refund table. As one example, Olive Young's Myeongdong FAQ gives 5–8% of the purchase price.
Check the amount shown at the store or kiosk.
Albums, lightsticks and K-pop goods
We found no rule that excludes albums or official merchandise. What matters is where you buy.
- The store must take part. Ask at the counter, even at big shops. See our albums and merch guide for stores.
- Concert merch booths and pop-ups: ask before you pay, and don't assume a refund.
- Check the minimum. The 15,000-won minimum applies per purchase, so one cheap photocard set may not qualify. Ask the store about combining items on one receipt.
- Think before unsealing. For airport and downtown refunds, customs may want to see goods unopened and unused. Opened or used items are listed as ineligible. If you want your photocards now, an instant refund may suit you better, but check with the store.
- Cafe drinks and food don't count. VISITKOREA excludes services customs can't verify, such as cooked food.
- Don't buy for friends through an agent. Agent purchases are not eligible.
